Wrong. Sir Arthur Harris was given the greenlight to conduct his idea of saturation bombing in 1942 because precision bombing wasn't cutting it. Remember the introduction of the Lancaster bomber?

You do know that Harris wrote a book detailing his actions, right? It's called Bomber Offensive (1947). Here's the link...

By this measure, we did. We dropped 10s of thousands of bombs from 25000 feet across all of Germany, indiscriminately killing all soldiers and citizens alike.

Sir Arthur Harris also specifically was not interested in military targets so much as wholesale saturation bombing to kill ANYONE.

The US Army Air Force, stuck to dialight bombing strategic targets, during the run up to D-Day, US bomber command briefly went in on the terror bombing per limey doctrine but soon abandoned as they realized killing civilians & the odd out military personnel was not going out help on June 6th.

A higher ranked US officer said something like "since we are bombing cities indiscriminately to kill whomever we can, then why don't we just shoot anyone attempting to surrender on the ground." "it is the exact same strategy." Read "Fire and Fury: The Allied Bombing of Germany, 1942-1945," nice book about this subject.

"The Japanese were an entirely different story because of the sneak attack on Pearl Harbor. The enmity felt for them as a country/citizenry was elevated way past revenge & most ordinary Americans wanted them punished to the max. So killing 100,000+ in one night of firebombing Tokyo wasn't a big deal at the time.

One of the interesting facts about the preparation for D-Day is that the US army air force was forbidden to bomb parallel to the landing zones on the coast because of AA. So basically they would come in over the ocean dropping bombs trying to hit targets flying perpendicular to said targets. As was seen at Omaha it was a colossal mistake that led to many unnecessary casualties.
