I think you’re right. I think he frequently loses his thought mid-sentence and then has to deflect in order to avoid looking like a fool. It’s not successful because he does it so often, but I give him credit for not just standing there with his mouth open in silence and struggling to regain the thought.
A fair assessment?
I see a medical event in Biden's future that will give Democrats the excuse they need to replace him at their convention. Naturally Democrat voters will fall right in line.
