Not exactly sure what your getting at....but just because you have "experience" doesn't mean you make the right decisions. Remember Gates said of Biden " he has been wrong on nearly every foreign policy decision there was." He back out out on the MIGs from Poland (Not a huge deal to me btw, but went from yes to no out of fear), didn't want to commit to the raid to kill OBL and the Afghanistan debacle, to name a few.

Regan, probably made one of the best speeches (Berlin Wall) in modern times. Carter was the commander on a nuclear sub, so while on the surface he didn't make foreign policy decisions, he definitely would have had a birds eye view of the "real" world around him.

There is no substitute for sound policy making decisions without experience then having a lot of "foreign policy experience," and making snapperhead decisions. If anyone ever proved that it would be the veg at Prez right now. Remember also Biden was always considered one of the dumbest people on capital hill while a senator, by both sides of the aisle. I should have added that Trump should have released the funds two months earlier as originally scheduled.
