Let’s make a hypothetical. Miracle of miracles Trump achieves exact balanced trade with China through reciprocal tariff policy. No one knows how he did it but the US and China now have balanced trade, each country exports the exact same dollar amount to the other as it imports, the exact same dollar amount. And the tariffs by each country are the same. So the tariffs collected in the US are the exact same dollar amount as the tariffs collected by China, The US government is the recipient of every tariff dollar the Chinese company had to pay to be allowed to sell its wares in the US. On the other hand it is US corporations that have to pay the tariffs to China before they can sell their goods in China. From the US perspective the government collects snd spends the tariff revenue, let’s pretend it is $10 billion, while the private sector American corporations have to pay the $10 billion to China. To me that looks like a sweet deal for the government, but a lousy deal to the private sector. How about you? Does that strike you as fairness in trade?
