I can tell you there were two loopholes that the latest tax plan closed that I used to take full advantage....and they were very material.

What percentage of someone else' money are you entitled to?
I don't think too many poor or middle class people understand the rich...thus envy and coveteness. They see the fruit of their labor and don't feel like they deserve it since they don't have it themselves. The rich that many want to tax out-the-wazoo are the ones that create, hire and build. The vast majority of these people are trying to make more money (investing and growth) as opposed to what the lower income mentality is...say lottery dreamers...buy fancy houses, cars, and smoke big cigars. Penalizing success to reward those that aren't is a bad recipe.
Real issue is that people see rich and think P. Diddy, Bill Gates, etc, who have 10K hotel bills, fly private jets, and make millions in options and golden parachutes and are generationally wealthy. But then when the tax laws are written, they actually target the hard working middle class that has successfully climbed out of the cellar and may make a comfortable 6 figures but aren't "Daddy Warbucks" rich. All that does is simply bring down those who've achieved a comfortable lifestyle and raises that bar for everyone. What's even worse, is that this idea that these taxes are needed are fostered onto us by those who are in that first category.

The problem with a flat tax is it treats every dollar the same, when in reality the marginal utility of each additional dollar is diminishing. A progressive tax structure attempts to maximize utility for a given revenue level. A 25% tax on my first 10K hurts a lot more than a 25% tax on the last 10K of a 1MM income.
