I was born and reared in South Texas and still have numerous relatives living there. Also worked with what is now CBP/ICE for several years. It was a problem then and a more significant problem now.

What's the difference between crisis and problem? Is there some magic chart or description that differentiates the varying degrees of an issue? Should Congress only do its job if its a crisis and not a problem?
