Actually it isn't. It is a smart political pick. Walz brings some key strengths to the ticket and is going to play well in the Midwest and rural communities. Walz is the guy Vance is pretending to be.
On top of that, Harris is signaling that she wants a governing partner she works well with and who shares her values.
This pick also unites the party even more. Shapiro had a number of problems and might have caused a slight division in the party. Shapiro was really just the candidate of the NYC big donor class.
Walz is the better pick over Shapiro.
Aside from being pro-Israel, what were his other issues?
Being "pro-Israel" wasn't the issue. Walz could be considered "pro-Israel" depending on what you actually mean by that term. But yes, there was some worry about Shapiro's comments about the Israel/Palestine conflict and his comments about those Americans who are exercising their right to protest.
However, it is much more than just that. Some of Shapiro's positions on other issues worried many Democrats and progressive Democrats (vouchers for example). Also, as I noted before, Shapiro is the candidate of the NYC big donor class, which worried some Democrats too.
Lastly, Shapiro's resume was very similar to Harris (former prosecutor, etc.) Walz brings a completely different biography and background to the ticket. Walz balances the ticket better than Shapiro would have.
All Shapiro really brought to the ticket was the chance that he might could help Harris carry Pennsylvania. But he can do that as the sitting Governor too.
