Officials concluded that Europe needed to prepare itself for a future where the United States couldn’t be relied on in the same way it always had been. I also think “populism” scares them to death. The notion that people don’t want to be part of some huge homogeneous society that subordinates unique nationalism. That a few influential nations, in the EU, can force less influential nations in the EU into accepting 1,000’s of ignorant, illiterate 3rd world clowns who won’t assimilate & become a drain on aging socities. And because of unelected one-world bureaucrats being repugnant to normal people who see nothing but more rules, taxes, crime & nation bullying.
