Public housing has been very successful at giving people housing.

I think it should be set up by geography. Osage County OK gets as much representation as the entire state of Rhode Island. That's just as arbitrary as basing it on population.
 
The Senate represents the States. There are 50 states. Each state has two senators. The House covers the population of the states.
Well then it is unfair for a chamber representing geographies to be coequal with a chamber representing actual people.
