I don’t know anything about that source, but in good faith let’s assume it’s correct in the context of this conversation.
Would the simpler solution not be a push to get these people ID’s?
How do they do/get the following?
- Alcohol.
- Cigarettes.
- Opening a bank account.
- Apply for food stamps.
- Apply for welfare.
- Apply for Medicaid/Social Security.
- Apply for unemployment or a job.
- Rent/buy a house, apply for a mortgage.
It seems like getting people a valid ID should be the priority rather than shrugging and kicking the can down the road regarding tightening up voter fraud.
