I could be wrong (I frequently am), but it is my understanding most of the minerals being discussed are in territory currently occupied by Russia. Also most of the minerals are already legally “owned”/contracted by private industry. Last, Russia can nix any deal signed by Zelensky as he’s no longer a legitimate president.
