The evening news focused on the first verbiage in all of their coverage. It was funny because NBC news framed it as targeting Muslims, then ran a story about how a group of Christians from Somalia were being impacted.

You're absolutely correct. If the media wants to drive an agenda, they certainly have the means to do so. ( manipulate the framing of a question in order to get the desired responses)
