Restart constrution on Keystone. The anouncement would immediately lower diesel and gasoline prices. 18,000 new jobs. Planters could get my redskin legumes to Walmart at lower cost. Houston refineries can refine Alberta heavy crude. Canadian refineries cannot. Open federal land for drilling. Odds are good.
