I’m not going to go back and reread it. But if he doesn’t specifically say so it is obvious that’s what he’s talking about. The article is in response to the hoopla following Trump/Putin summit. The part you are inquiring about was addressed in the opening paragraphs. The article goes on to address other points. If you didn’t read the whole thing you ought to. Greenwald writes for the left wing Intercept, is an avowed leftist, but as a reporter he is as unbiased as a person can get. I would take his word over any other reporter I know of.
