Okay, I'll play along. Why must the soldiers be white?

They don't need to be all white. Just pointing out the obvious that men of European stock tend to be good at warfighting. No such martial tradition exists in Africa or the Caribbean. Thus it was colonized relatively easy. The French have for decades patrolled Western Africa with a small number of troops. Now those are giving way to Wagner PMC troops, who don't hassle the local governments about pesky things like human rights.
That's not to say blacks can't make good soldiers. We first found that out when they got their first action in the civil war, none other than the Battle of Cabin Creek right here in Oklahoma. By the time Grant had his Overland campaign going, black units were given frontline attacking roles.
This appears to be an American phenomenon however. Because western trainers have never gotten anywhere attempting to insert Espirit De Corps in African armies.
That is why Haiti would be a walkover for a well trained, small but disciplined force. I'm surprised some billionaire somewhere hasn't thrown 20 million at some PMC and made themselves dictator. Probably because Haiti is cursed and destined to always be a basket case unlike it's neighbor the Dominican it shares the island with.
