Why is that? The coast guard could have been a division of the US Navy, but instead its a separate but equal armed force. The air force was originally an arm of the Army, but eventually it was determined that it too should be a separate and equal branch of the military.
Because of the history this nation has with that phrase. He could have simply explained the policy without using that phrase.
