I've never been a cat caller or wolf whistler but in an informal poll of women I know, they take such things for what they are - a silly, juvenile compliment. Other things now considered a misogyny hate crime were probably already illegal, but now - you can run the risk of criminal charges if your artless attempt to hit on a pretty girl is unsuccessful.
I suspect as with most things like this, it was driven by hateful, ugly women who were in no danger of being objectified by anyone.
