The state AG sets the tone and culture of the law enforcement agencies in his jurisdiction. That’s what being the “chief law enforcement officer” is all about. Jesus Christ, use a little common sense. You sound like a bureaucrat that can’t look past his handbook.
He was peacefully complying as he lay prone on the pavement saying he couldn’t breathe and lookers-on were begging the cop to take his knee off his neck because it was clear to everyone but the cop that he was in distress.
