Maybe you can find me examples of when AGs have provided training for beat cops in things like defensive tactics, custody and control, and what not. If it's been "200+ years of legal tradition" you should be able find one.
AGs and DAs author standards/procedures/handbooks for police agencies throughout the jurisdiction. They also carry badges, and sometimes guns. It goes with the territory of being the “chief law enforcement officer”. But if you insist on white-knighting for Keith Ellison, then knock yourself out.

I know nothing about George Floyd the person so you might be correct, you might not be. What I do know to be fact is that several cops were sent to prison over a preventable death that was caused by either shitty training or a lack of training.

It's definitely a good thought, but I can say from experience that it's way easier to train cops than it is to train tweakers. You couldn’t get a group of tweakers to stay in the same spot long enough to even take roll. The meth these days is legit Breaking Bad shit.
