Was Nafta meant to keep Mexicans in Mexico?

I didn't watch a ton of news in 1994 but this just dawned on me as a way to stop Mexican immigration. Some of you fuddy duddies remember anything about that as far as motivation?

I thought the goal was to make sure US companies could move their prodution to Mexico for cheap labor and then bring the products back into the US without cost or question to maximize profit and screw American workers out of jobs.

I could be all wrong though.

I had several relatives (RIP) in South Texas who thought this was a great idea when passed. Several years later they weren't as keen on it as beforehand.

More about letting American companies avail themselves of cheap labor on the other side of the border without tariffs, etc for bringing it back over.

It actually increased immigration by destroying Mexico's agricultural sector.
