In the Oval Office or east room. Does this drive everyone else crazy because we know they aren't exposing a negative.
 
This was mandated by Japanese and Korean laws as a mechanism to prevent voyeurism. By law, cameras must make a audible sound. That's why your Cell phone even makes a 'camera' sound.
