Well, the VP is the president of the senate after all. He should be the one prioritizing legislation, conducting senate proceedings, etc.

Disagree here. Dems are gonna Dem regardless of who's in charge. What she should have done is forced out Biden last year via the 25th amendment (everyone knew he was already cooked). THEN proposed/supported the "bi-partisan" border bill. That would have detached her from the current administration and she'd have probably been elected.
