This means nothing. He’s a pawn in the game of politics. He didn’t have the $1.5 million to ride it out in court.
It's all they got. He enjoys the taste of it in his mouth. It must make the memory of November 2016 more palatable.

He may never have to testify against Manafort. He is being leveraged for information. Gates was facing years in prison.
