Well... so the various state legislators pass laws directing how their electors must vote. That's not a compact with another state. But if the various states pass similar leglislatuon all at the same time... seems to have the same affect.

I understand that. But that's not going to stop the states from passing legislation directing their state electors to vote for the popular vote winner instead of the vote winner in that state. It'll pass constitutional muster.
