Love this solution with one minor item. Something has to be done about birthright citizenship (yes I know the SCOTUS ruled on it in the 60's) there are very very very few modern western countries that allow this and it is a huge magnet.

Fully fund all the needed manpower and technology to properly catch up on the backlog of all temporary residency requests.
Allow any current illegal a temporary residency status but they can never be a citizen.
Allow DACA aliens a path to citizenship once the backlog is cleared.
Clear all voter roles and have every American re-register to vote, requiring proper identification to prove citizenship.
Enact voter ID requirements.
Stop any sanctuary city/state laws.
Require citizenship proof all national census questionnaires.
Take the money to fund the above from the various departments equitably - including the military. And allow the various departments to do a RIF in order to meet the new budgets.

I spoke to my congressional rep today and he stated that this is not about what either side would give or get to make a deal. This shutdown is 100% about 2020. There is a deal that +60% of both houses of congress would pass today, but it will never make its way to the floor for a vote because of 4 people and 4 people only.
