New Orleans is absolutely one of the most corrupt places in the US.
I've mentioned this before, but back in the early 90's my brother was a volunteer at the "drop-in" center in N.O., a place for runaway and homeless kids to get some help and some educational opportunities. My brother was teaching the kids photography and has set up a rudimentary dark room at the center to allow them to develop their own photographs.
After a few months there and building up a rapport with the kids, he had a few of them approach him about what they knew about dozens of N.O. Police Dept Officers running a prostitution & stripper ring using girls as young as 13/14. Under the City Ordinance to dance in an "adult cabaret" you have to possess a city issued dancers "permit." The thing was, as my brother started looking into this, he discovered that the girls DID have a "legit" (as in issued by the City Hall) permit, but they were illegitimate in that the names and birth-dates were completely phony. The cops had a system where they would send the girls in and the "examiner" would approve the girls for a permit along with a little gratuity for his service.
After about two months, he got the story published in the weekly free newspaper in N.O. under a pseudonym. He heard from the paper who published it and the kids themselves that several of the LEO involved had taken out a "hit" on him and were willing to pay good money for his identity.
Almost everyone of these cops was basically raping these girls through either force or coercion and not a single one of them who had gone to the DA had any result other than be accused of lying and being threatened with prosecution for filing false reports.
One place I actually kind of like to visit for the music, food, etc., but no way in hell would I live there.
