That’s just weird.

Russia has been planning on attacking Japan since they had to sign a peace treaty with them after Japan sunk two of their fleets. It's the equivalent of the US keeping plans on file for Iran or Germany. Sounds like a political attack of the Pootty Poo, but nothing more than that.
