He blocked a multi-billion dollar Arctic circle oil agreement. He fired missles at Assad bases in Syria (a proxy rebuke). What did Obama do? He enacted paper sanctions on his way out the door as president. He promised "flexibility" once the election had passed. He nary raised a peep as Russia invaded Crimea. In fact, it took the Mueller investigation (started after Trump was president) to even look at the lobbyists involved in the political machine that allowed that to happen. I think the evidence is very clear that Trump has been harder on Russia than Obama ever was. I'd have to do some research to know how either Bush (both) or Clinton treated Russia although if my memory serves we are actually pretty friendly with them and provided a lot of assistance as they transitioned to a democratic government following the fall of the USSR. Now clearly Reagan was tougher, but it was the USSR then and not Russia, so not sure that counts.
