It's an added level of advantage...If you've ever bid a government contract you will know that the minority advantage can mean the difference between winning and losing that bid, even if you're the lower bidder and a minority is bidding against you. I will be honest, I don't know the exact advantage given but there is an advantage. Has been for years. Some bidders have it down to an art....and most these bidders are former government employees that know how the system works.

Oh I’ve lost contracts before because I couldn’t prove how native I am - because nobody in my family tre got on the rolls. Meanwhile the guy that got the contract was way less native but could prove it. It’s a huge business advantage to overcome.
