Gavin is full of it. Homelessness is a California industry. They have no impetus to solve it. ~40 people employed by the state of California have >$200K/yr incomes with their sole purpose to "solve" homelessness, yet homelessness gets worse. Think about that. The more homeless there are, the bigger the problem and therefore the easier to ask for money to feed the coffers. Why stop at 40 of your friends/cronies? Why not let it get worse, so you can help out 100 of your friends with meaningless jobs?
At least he learned from the continual falures of the old USSR Five Year Plans, and gave himself twice as long before he'd have to admit disaster. Of course no politician of either party has ever faced backlash that gets him in trouble when one of his "long range plans" proves to be the nonsense we all knew it was when it was implemented. His failures launched him to the governorship, and in all likelihood he may fail his way up to the presidency.
