Interviewing people that the FBI thought could corroborate Ford's claims. This is exactly how they needed to spend their time.
There was really no need to interview Ford, they had her testimony to the Committee as well as her testimony to the media, etc... IF they could have found one person to corroborate her story or single piece of hard evidence then perhaps they interview Ford again and certainly other people to determine the credibility of this corroborative witness or evidence.
FBI could careless how many tears and how passionately she could tell her story, without any corroborating evidence, testimony, or witnesses, really nothing to talk to Ford about.
