DHS Announces It Will Award Contracts For Border Wall By Mid-April

"The Dept. of Homeland Security, Customs and Border Protection (CBP) intends on issuing a solicitation in electronic format on or about March 6, 2017 for the design and build of several prototype wall structures in the vicinity of the United States border with Mexico. The procurement will be conducted in two phases, the first requiring vendors to submit a concept paper of their prototype(s) by March 10, 2017, which will result in the evaluation and down select of offerors by March 20, 2017. The second phase will require the down select of phase 1 offerors to submit proposals in response to the full RFP by March 24, 2017, which will include price. Multiple awards are contemplated by mid-April for this effort. An option for additional miles may be included in each contract award."

And that means absolutely NOTHING, without Congress first appropriating funding for it.

Only Congress through Art 1, Section 8, Clause 1 (Taxing and Spending Clause) and Art 1, Section 9, Clause 7 (Appropriations Clause) can spend one thin dime.

The executive branch has no authority to obligate or authorize any spending of money for any purpose that is/was not previously appropriated by Congress for that purpose.

Until such time as Congress agrees to do it and spend the money, nothing can happen.

Merely soliciting bids (which are non-binding) may be a necessary and appropriate start, but I wouldn't get too excited or convinced that alone is going to make "the wall" a reality.
 
I think some version of the wall gets built.

I just don't think Mexico pays for it on any real sense of the word.

Sorry, but it is objective reality (unless the Constitution is repealed of suspended) that Congress must FIRST appropriate the moneys for construction.

I could be mistaken, but I believe they are using the Secure Fence Act of 2006 as the basis for taking bids. It would do people well to remember that Congress only appropriated something like $1.5 Billion and the project ran out of money in less than two years. At that point, there weren't even a majority of Republicans in Congress who were in favor of spending more.

If and when Congress Acts, THEN there will something you can crow about.
 
We have learned that money means nothing. What's the difference in a 20 trillion dollar debt and a forty trillion dollar debt?

It's a Republican controlled Congress. I doubt funding will be an issue.
 
I also expect the term "the wall" to start fading, replaced with something like "Southern Harmful Alien and Terrorist Shield"
With the path the Left is on, it'll be called the Southern Brown People Hate Dispenser.
