Holistically that makes zero sense.
Every answer she gives to every question is her stalling by repeating the question back and hoping her brain can catch up to give her an appropriate answer after a few seconds.
It never happens, and she just repeats the same point over and over again in different forms then ends it with a smile and nod, or cackle.
