So its ok to celebrate the dictator of communist Venuzuela, and its ok to congratulate Raul Castro as he took over communist Cuba from his brother, but congratulating Putin (who was duly elected even if the left doesn't like it) is against the rules? Heck it was even allowed in 2012 for the president to congratulate Putin on his electoral success.

I prefer a CIC who acts on his own volition versus one that is a robot following junior staffer's recommendations, regardless of the issue.

I can assure you that if this were Obama, the media would be lauding his "diplomacy".

There is nothing to see here other than the CIC ignoring a 23 year old's recommendation.
