If you're talking about the states who will be giving their electoral votes to the popular vote winner, no need to be concerned. The SCOTUS will be stepping on that cockroach of a scheme.

States get to determine how their electoral college electors are apportioned under our federalist system....no question.
 
“Each State shall appoint, in such Manner as the Legislature thereof may direct, a Number of Electors, equal to the whole Number of Senators and Representatives to which the State may be entitled in the Congress: but no Senator or Representative, or Person holding an Office of Trust or Profit under the United States, shall be appointed an Elector.“

Technically, a vote of the people isn’t even constitutionally required for the appointment of EC electors.

How they are appointed is completely left up to each individual state legislature,

The constitution requires congressional approval of interstate compacts. Without this approval, making electors the agents of states other than their own, would be unconstitutional -- a violation of public trust. Should NPV go into effect, it would abolish the House's role the electoral process, altering the presidential election system. States reserved powers cannot alter the Federal government's delegated powers.

We'll see who comes out the winner... conservatives who respect and honor the US Constitution, or leftists who ultimately want it tossed into the trash.

By the way, this "51%" thread was a tongue-in-cheek response to the "42%" thread. Polls are a total joke, just a numbers game. Yet the MSM is making this a big news story for lemmings like @my_2cents to gobble up. What a joke. Even the exit polls had Hillary winning bigly, just five hours before President-elect Trump victoriously took the podium.

Supreme Court held in Virginia v Tennesse that the only compacts that have to be approved by Congress under the Constitution are those that increase the power of the State at the expense of the federal government.

Since the Constitution expressly leaves all the power of electors to the state, a compact between states on that issue absolutely would NOT have to be approved by Congress under the Constitution.
