If these are foul play, and if I were a betting man, I would put this on some agent of the government and not Boeing.
The US government needs Boeing to be solvent for defense supply reasons. Petty civilian complaints that Boeing can’t manage are too much of a risk to a military that is currently shipping much of its equipment and munitions to other countries.
All that said, I put the odds at about 30/70 that this is a legit silencing operation.
