NS: Sink hole remediation

I have a rental house in Miami that has a hole that keeps opening up. This is not in an area that was mined, it is only a few hundred yards from the river and all indications are that it is an underground stream making its way to the river. It was filled in a year ago and now the hole is back (though still small) and all the fill is now gone. I'm sure there are rules and regulations for how to deal with these types of things. I'm considering putting in a 10x10 concrete pad and just covering the problem, but of course I'm worried that it will cause more issues over time.

Anybody have experience with stuff like this?
