Recruiting in wrestling is more accurate than Football. Usually the multi-champ wrestlers were ranked in the top tier. The time between our last championship and the last couple of years appears to coincide with some recruiting misses. Here are some rankings for those that are or should have been current cowboys.
This information is from www.d1collegewrestling.net.

2011 - (141) #8 Austin Ormsbee (149) #15 Alex Dieringer (197/285) #25 Austin Marsden(165) #140 Zach Skates
2012 - (184) #4 Jordan Rogers (174) #14 Kyle Crutchmer (125/133) #34 Eddie Klimara (141) #120 Chase Ferman (149) #177 Case Garrison
2013 - (133) #13 Dean Heil (149) #21 Anthony Collica (165) #74 Keilan Torres (125) #138 Zac Gentzler
2014 - (165/174) #2 Chance Marsteller (165) #13 Chandler Rogers (157) #16 Ryan Blees (141) #46 Gary Wayne Harding (141) #69 Mike Magaldo (197) #109 Preston Weigel (133) #125 Dusty Hone
2015 - (125) #7 Nick Piccinnini (133) #9 Kaid Brock (157) #16 Joseph Smith (141) #42 Boo Lewallen (197) #65 Andrew Marsden (133) #66 Lincoln Olson (157) #119 Tristan Moran

So in the past five years we have signed five in the top 10 and 11 in the top 20. I believe everyone ranked below 100 is still on the team other than Orsmbee and Torres (?). Orsmbee was a big miss as he was ranked in the top 10. So looking at the current lineup:

125 - Klimara not bad for his ranking at 34 but really needs to AA this year. Also didn't get to redshirt.
133 - GW Harding ranked 46 and didn't get to redshirt. Definitely behind the curve.
141 - Dean Heil - looking good with his #13 rank
149 - Anthony Collica - shown promise to his rank but also didn't get to redshirt and wrestled out of his weight
157 - We have 3 nice rankings here with Chance, Ryan, and Jospeh. Someone needs to grab it.
165 - Alex Dieringer probably wrestled above his #15 ranking.
174 - Kyle Crutchmer - NCAA's best showing and looking good with his #14 ranking
184 - This is a weight we need our ranking to show up. Jordan at number 4. Boyd not ranked.
197 - Another weight where the previous starter wasn't ranked. But even Weigel was only ranked 109th.
HWT - Austin performing ok to rank at 25.

So of our 5 top ten none of them are a definitive spot in the lineup. Two have it in front of them and two need to redshirt. Of our 6 between 11-20 three are starters with one having a position open and the other two probably not starting this year. Based on decisions in previous years all the freshman will look at redshirts first. But the best wrestler will compete if we have the opportunity to win it all. So with the perceived gaps at 133, 157, 184, and 197. We seem best suited at 133, 157, and 184. But that means Kaid might not redshirt, Chance or Ryan really needs to own 157, and Jordan needs to own 184. That could put THREE top ten ranked wrestlers in the starting lineup. I doubt we see Adnrew at 197 so it looks to be the returning two.

I think you hit the nail on the head that we did not fill the gaps, but we got great depth at 165 and 174. I see Marsteller was recruited as a 165 to 174 pounder and he is trying to pull to 157. I feel sorry for the poor kid and my gut feeling is he will never be able to wrestle competitively at 157, but would probably be on the podium if he were wrestling 165 this year. Chandler Rogers will probably be a player in a couple of years as well, but just no room at 165 or 174 for him this year. It is nice that Crutchmer panned out better than expected though.

Im a Cubs fan and a Jordan Rogers fan. I think both will make some noise from here on out. I didn't even recognize him at OCU until he was called to the mat for one of his later matches. And I say that in a good way. Kind of like Chris Perry between his freshman and sophomore year.
