Let's say, just for discussion purposes, that a 70 year-old male mows and edges the lawn, then grills six dozen chicken wings for us/neighbor, takes same to neighbor's house, drinks a copious amount of "Three Buck Chuck", and is now on the "board"; do I need to stay away from an open flame?

It depends. If you paid 3 bucks for Two Buck Chuck I'd burn the place to the ground. Your friends and family are yours to police. If they can't shut the F up, I'd burn them to the ground too. Just for discussion only.
