Your second quote sounds like it came straight from the great French libertarian, Fredric Bastiat, in his magnificent book, *The Law.* Circa 1850, I believe. If your quote is not from him but you think it is good you should pick up a copy. But I warn you it will lead you to addictively wanting to read everything he wrote.
