If I just try to put the quote into context of time, particularly the "program of economic defense and counterattack."

I'm going FDR or Hoover?
 
Going with FDR.....think he said once "we have nothing to fear, but fear itself." That quote partially following and expanding on that theme.

I'm leaning Hoover since it would surprise many he said it. He's unfairly propagandized by progressives as the last "liassez-faire" president. However, he was anything but. In reality he was closer to FDR light.
