Cohen makes a deal to shut her up for $130k.
Biff says, "The campaign has to pay it -- I'm not paying the stupid -----."
The campaign then kicks $130k to his businesses for the payment.
Biff keeps the $130k! The lawyer pays it, Biff never signs anything, and he stiffs the lawyer.
Surely not, but it's a wild deal. With Biff, anything is possible. He's definitely amoral enough to have a porn star affair while his wife is home nursing his infant son, and he's definitely dishonest and greedy enough to try and keep the $130k.
