Lived and worked in CA, have some of my best friends from LA who's family has been there a 100 years. They love it so much they can't force themselves to leave but they are totally disgusted with what the politicians have done to their state.
They've moved out of LA to Palm Desert and keep a house at the Delta but even they have entertained the thought of getting out.

it's not hard to see why okies left for CA
it's legit paradise as far as climate and geography goes
but there is no way to balance that with the people that now occupy the state
The entire leftist strategy is giving people welfare / benefits in exchange for their vote. (Paying voters)
It's pretty f*cking ingenious -- give voters welfare, receive their vote for life, have political job for life. (Most likely with six figure salary)
If voter complains, threaten to cut their welfare (which isn't even your money - lol).
If your political opponent propses cutting welfare funding, contact the media to play pre-fabricated dead baby / struggling old people images, and call opponent racist / bigot / xenophobic etc.
As a leftist, all you have to do to beat your opponent is promise the voters more welfare.
Am I missing anything?
