Can any Navy folks here explain to me how it's even conceivable that a merchant vessel of any kind hailing from any corner of this planet could get within 100 yards of a US Navy warship unless the warship was responding to a distress call?

I'm having a hard time comprehending how this could happen short of gross negligence.

yes, someone is going to see the court martial sequence happen quickly. That's as dumb as hitting the bridge over on I40 or whatever highway that was. Actually, it's a lot worse than that. Aircraft have alert systems on board that tell you when someone else is close. You'd think boats would be similar.
 
Maybe they couldn't get repair parts for their radar with the sequester cuts.
 
I did hear last night that the captain had only been in charge of the Fitz for about a month, but that still doesn't explain anything.
