I think this first version they are doing what they can to kill Obama care with reconciliation - 50 votes in the Senate. Next then comes all the other parts that will require 60 votes.

And there is no guarantee they will move to Step 2 and Step 3. I recall Reagan agreeing to amnesty and then the tax cuts never came.

I don't think the masses know that the thing is over very soon. There is no "leave it alone" option. That needs to be made more clear.
