Don't matter. The fact that we are sworn enemies of NK means that if you choose to go there, you are subject to their whims. Setup or no setup, people have to be responsible for themselves and if you are stupid enough to go to a communist country, that we don't even have foreign relations with, and that actively promotes anti-American propaganda, you will reap the consequences.
