Just because they budget the money doesn't mean that Trump has to spend it. He can cut the budget himself. Obama taught us that.

Trump said all the hundreds of appointees that he gets to make and being criticized for not filling is that he is not going to fill them all, said he sees layers of people that he believes are not needed.
After spending six years overseas (and meeting people from all over the world), I can report that people from other countries complain about us much more than they praise our foreign aid.
This money would be better used rebuilding our crumbling infrastructure, inner cities and schools.
