The OIG report is right at 300 pages. Haven't read it. If the article accurately quotes or characterizes the findings of that report, I would disagree with Tom Perez's interpretation of the Voting Rights Act.

Fair enough. If Perez said section 5 of the VRA doesn't cover white persons, I believe that would be violative of equal protection standards.
