I think you have completely misread the article. It is a postmortem of what used to be called the “free world,” mourning its passing, having nothing to do with partisanship. His opinion is that America has overplayed its hand as the leader. He marks the beginning of the slide with George Bush’s (in reality Dick Cheney’s) mishandling of the allies in the Iraq War, leading through Obama’s inability to secure their alliance with his Syrian red line. The West is dead. Long live the West!
