I don't think Democrats retaking the house can be interpreted as a mandate for a wall.

No they weren't campaigning on a wall 10 years ago. You could argue they had a mandate for the last two years and they blew it.
One good thing about tightening security around the border already ... coke and crack cocaine (among other drugs) is much less accessible.

And why does gaining senate seats not give them a mandate? Why did you choose the house to represent your mandate guidelines?

They attribute it to the tightening of border security.
I know a couple of second cousins that sling that tell me the same thing.
The midterm 2018 opinion poll was more methodologically sound and had a much better sample size.
